A city's Master Plan is a fundamental instrument for urban development and planning. In the last ten years, the population of Florian\u00f3polis has experienced a significant increase, going from 421 thousand to 574 thousand residents, according to data from IBGE (Brazilian Institute of Geography and Statistics). Planning the next decades, in this context, it is essential to distribute growth in a sustainable manner, aiming to guarantee the quality of life for all the city's inhabitants. It is in this sense that the Florian\u00f3polis Master Plan plays a fundamental role. <\/p>\n\n\n\n

Understand the main changes and guidelines proposed for the Florian\u00f3polis Master Plan in 2023, as well as the importance of adequate planning for sustainable development and quality of life in coastal areas. The Plan's main mission is to adequately manage urban growth, establishing guidelines for territorial planning, environmental preservation, modernization and sustainable development of the city.<\/p>\n\n\n\n

With a close eye on demographic distribution, the Master Plan aims to guarantee a prosperous, inclusive and modern Florian\u00f3polis. In other words, where everyone can increasingly continue to enjoy an excellent quality of life.<\/p>\n\n\n\n

How does the approval of the Florian\u00f3polis master plan work?<\/h2>\n\n\n\n

The approval of the Florian\u00f3polis Master Plan follows a rigorous and participatory process. First, public hearings are held to hear citizens' opinions. The project then undergoes technical analysis and is submitted to the Municipal Urban Development Council, which issues opinions. Finally, the Master Plan is sent to the City Council. In other words, discussed and voted on by councilors.<\/p>\n\n\n\n

During the approval of the Florian\u00f3polis Master Plan, several aspects are considered, such as: the demands of the population, technical feasibility, as well as environmental sustainability. It is a process in which different stakeholders have the opportunity to contribute and influence decisions that will shape the city's development in the coming years. The active participation of citizens is essential to ensure that the plan reflects the community's desires and needs.<\/p>\n\n\n\n

What are AUEs \u2013 areas of special urbanization?<\/h2>\n\n\n\n

The Special Urbanization Areas (AUEs) in Florian\u00f3polis are delimited spaces that have specific characteristics of urban development. In other words, these areas are established in the Master Plan, aiming to concentrate the population and create new urban centers in Florian\u00f3polis.<\/p>\n\n\n\n

These AUEs are distributed in both the North and South of the Island. And in this way, their purpose is to promote environmental preservation, while at the same time promoting urban, modern growth, in a planned and sustainable way.<\/p>\n\n\n\n

In these areas, environmental criteria, proportions of housing in different income ranges and guidelines for the development of commerce and services are established. By defining these AUEs, the aim is to guide the city's growth in a balanced and coherent way with social and environmental demands.<\/p>\n\n\n\n

Occupancy rate<\/h3>\n\n\n\n

According to the Secretary of Planning and Urban Mobility, architect and urban planner Michel Mittmann, after approval of the Master Plan, up to 45% of the areas can be occupied. However, environmental preservation areas should not be included in this occupancy calculation.<\/p>\n\n\n\n

With the approval of the Master Plan, buildings located in the designated regions may have up to eight floors, and may reach twelve floors only if there is local access for vehicles, following specific access guidelines and occupation criteria for setbacks in relation to main roads, as per highlighted in the document.<\/p>\n\n\n\n

Special Urbanization Areas: North of the Island<\/h3>\n\n\n\n

In the North of Santa Catarina Island, specifically in the regions of Jurer\u00ea Internacional, Canasvieiras, Ratones and Santo Ant\u00f4nio de Lisboa, there are four of the nine Special Urbanization Areas (AUEs). <\/p>\n\n\n\n

Special Urbanization Areas: South of the Island<\/h3>\n\n\n\n

The other five are located in the South, two in Novo Campeche, one between Campeche and Rio Tavares, one around Florian\u00f3polis International Airport and one in P\u00e2ntano do Sul.<\/p>\n\n\n\n

Distinctive environmental characteristics<\/h3>\n\n\n\n

Each region has distinct environmental characteristics that must be considered in projects, such as areas subject to flooding, Atlantic forests and wetland areas, among others. The largest AUE is found in Ratones, with a delimited area of 5.2 thousand km\u00b2, and occupation plans must take into account the environmental particularities of the region, such as areas subject to flooding.<\/p>\n\n\n\n

Reduce the population\u2019s dependence on the Center<\/h3>\n\n\n\n

According to a 2019 study by architect Jo\u00e3o Pedro Schneider of the Federal University of Santa Catarina (UFSC), of the nine AUEs, five already have some type of occupancy, while the others are unbuilt. Schneider highlights the importance of environmental preservation, especially in the Tapera\/Campeche AUE, which covers approximately 291 hectares between Ribeir\u00e3o da Ilha and the Campeche district, near Florian\u00f3polis International Airport, due to its proximity to the Campeche aquifer.<\/p>\n\n\n\n

The researcher explains that the AUEs were already foreseen in the 2014 Master Plan, but there were uncertainties regarding the possibilities of occupation in these areas. With detailed review and approval, the AUEs will come to fruition. As they are important to reduce the population\u2019s dependence on the Center. In other words, allowing people to carry out as many activities as possible in the region, such as fairs, taking their children to school and working.<\/p>\n\n\n\n

Master plans around the world<\/h2>\n\n\n\n

Many people yearn to live in cosmopolitan, coastal, world-renowned and modern cities, in addition to valuing advances in urbanization and sustainability. However, the reality of Florian\u00f3polis is built in the present, and all decisions have an impact on us being able to increasingly enjoy these characteristics around us.<\/p>\n\n\n\n

Florian\u00f3polis, currently, is a city that meets the expectations of those who want to live in an internationally renowned, modern and coastal location. Decisions made today shape the reality that allows us to enjoy all these constantly evolving aspects.<\/p>\n\n\n\n

Significant results with positive impacts<\/h2>\n\n\n\n

Several cities around the world have chosen to update their master plans, achieving significant results in terms of sustainability and improved commerce. Furthermore, these initiatives promoted the promotion of tourism and had a positive impact on the preservation of the environment. With the preservation of the coastal coast, construction of seafronts, marinas and stimulation of commerce in maritime areas, beaches have become more attractive, promoting social inclusion.<\/p>\n\n\n\n

It is important to highlight that several examples of updated master plans around the world have achieved notable results. Sustainability was one of the main focuses, with significant improvements in trade and promotion of tourism. Furthermore, the preservation of the environment was valued through the conservation of the coastal coast, construction of seafronts, marinas and encouragement of trade in maritime areas. These actions not only benefited the environment, but also contributed to social inclusion, making beaches more accessible and welcoming. We mention some cities below, such as: Barcelona, Vancouver, Auckland, Honolulu, Hamburg and Tel Aviv.<\/p>\n\n\n\n
